Adam Cooper

Identity Expert, Technical Authority, And Champion Of International Standards

Adam is honoured to serve on GCF’s board of Trustees and to be given the opportunity to improve the lives of children wherever they may be.

Adam is an identity standards expert, policy lead, and enterprise architect with over 30 years of experience in IT and digital disciplines. He is also Trustee of a multi-academy trust of primary schools in the UK and vice-chair of governors at a leading Children’s Centre.

Having played a leading role in the development of digital identity with the UK Government working closely with the European Commission, US Government, and UN experts, Adam is now an independent consultant with clients ranging from the World Bank to the UK National Health Service.

As a technical consultant to the World Bank ID4D programme Adam is engaged with multiple countries driving the design and implementation of ethical identity solutions. Adam was responsible for the overall technical architecture of the UK eID service, GOV.UK Verify, and policy and technical leadership for the UK government with the eIDAS Regulation regarding cross-border eID in the European Union.

Adam acts in an advisory capacity for various international projects and initiatives such as the UN Commission for International Trade Law (UNCITRAL), and the MOSIP Modular Open Source Identity platform, as well as advising the Turing Institute, the Dutch Ministry of the Interior, and the Scottish Online Identity Assurance Programme. Adam is also an active contributor to international standards through ISO, the OpenID Foundation, and the W3C.

With a background defining digital transformation with the UK National Health Service Adam has a keen understanding of how technology can make a massive difference if applied appropriately balancing innovation with the needs of the patient and of health professionals. This coupled with Adam’s deep understanding of working with children in one of the UK’s most deprived regions as vice-chair of governors at an award winning Children’s Centre, means that making children’s lives better through innovations such as the Children’s Resource Exchange is an obvious choice for his support.
